Hemisfair’s civic park delayed because of ‘unforeseen situations’

First, Hemisfair planners said construction of massive civic park would begin in summer 2018. Then it was 2019. Now we’re almost a quarter into 2020, and there are no signs construction will start any time soon. What’s the hold up?
